Community Based Services
This sector has the mandate of empowering and mobilizing communities to participate in the development process, access services and demand accountability in public and community-based initiatives. It promotes issues of social protection, equality, equity, human rights, culture, decent work conditions and empowerment of the poor and vulnerable groups. In doing all this, the sector contributes towards the realization of the millennium development goals.
Although the sector participates in all development programs, key programs directly implemented by the sector include Community Driven Development (CDD), Functional Adult Literacy, Community Based Rehabilitation, and special grant for PWDs and farmer Institutional development component under NAADS program, Program for promotion of children and youth (PCY), Youth Livelihood Program (YLP). YLP is a community driven program with both livelihood component and skills development component, funds are advanced to youth interest groups in form of revolving fund in order to increase outreach and enhance sustainability of the program.
The sector appreciates role played by civil society in areas of health, education, agriculture, social protection of marginalized people. These supplement government programs.
There are a number challenges that have affected effective service delivery, low sustainability of community groups especially those supported under CDD, special grant, unlicensed mushrooming children homes, inadequate funding for the labor, probation and culture sub sectors, un/underemployment of youth and poor living conditions of the elderly. Addressing these challenges will enhance social-economic transformation in the district.

Production & Markets
The Production Department is the one responsible for the delivery of extension services, dissemination of improved technologies to the estimated 206,650 households and supervision of on-going activities for increased household food security and income.
Mandate
The department’s mandate is derived from and linked to the Global and regional development framework such as the MDGs, and the comprehensive African Agriculture programme (CAADP) which seek to: To eradicate extreme poverty and hunger and to ensure environmental sustainability (MDGs) also commits African governments to the principle of agriculture- led growth as a main strategy; the pursuit of a 6 percent average annual growth rate for the agricultural sector; and to increase the share of the national budget allocated to the agricultural sector to reach an eventual target of 10 percent (CAADP process) respectively.Goal
Our goal is in line with the national vision 2040 which seeks: a transformed Ugandan society from peasant to a modern and prosperous country within 30years.Mission
Is to transform subsistence farming to commercial agriculture.
The MAAIF DSIP is the foundation document for the CAADP compact and will help move the sector towards achieving both the national and CAADP outcomes and targets.Strategic Objective

- To develop sustainable markets for primary and secondary agricultural products within Uganda, the region and beyond.

- To restructure MAAIF and Agencies functioning as modern to become client-oriented organization within an innovative, accountable, supportive environment.

Departmental Administration
Production Department consists of one coordinating unit and five interrelated sub sectors. These departments are:
- District Production office (coordinating unit)
- Agriculture (crop)
- Veterinary (livestock)
- Fisheries
- Trade and commercial services
- Entomology
The production departments are coordinated by the district production officer (DPO) support staff. The sub sectors are interrelated in that they are targeting farmers or producers and the main goal is to achieve food security and increased household incomes through increased production and productivity; value addition and agro-processing.
Production Staff Structure and Disposition
The district received the recommended production structure from MoLG and MoPS, which structure was adopted by council. However, the structure received was only for the district headquarters. The structure for the lower local government levels was still under discussion by cabinet. The final decision would be communicated at an appropriate time.
The approved structure for the department at the district headquarters provides for 21 positions at the district headquarters however, the department’s strength currently stands at 14

Physical Planning
The department of Physical Planning is mandated to carry out spatial/ land use planning through the preparation of local physical development plans of different areas within Wakiso District,
To ensure proper development control that is harmonious with the environment through approval of building plans and other development applications.The department has also to ensure the proper urban management of the urban centers and also to guide the urbanization trends within the District.
To promote proper and planned land management through provision of physical planning consents and approval of land subdivision plans.
To promote public private partnership in physical planning guiding the private land owners through the planning process. Refer to the planning projects under public private Partnership arrangement.
The department also has the duty of implementing the Physical Planning standards and the physical planning Act 2010.
