Illegal nets are normally smuggled into the country and cannot be detected at the designated entry points. Most nets enter from Tanzania by water and the fishers get them because there is no definite border within the fishing area of Lake Victoria that prevents our fishers from interfacing with the Tanzanians.
They are further told to guard against the resource as they are the primary beneficially and are more likely to suffer in case of collapse of the fisheries stocks
