Wakiso Authorities Engage Ministry over Drainage Challenges on Kitemu–Nagalabi Road
Wakiso District authorities are engaging the Ministry of Kampala Capital City and Metropolitan Affairs over drainage challenges affecting the ongoing Kitemu–Nagalabi Spur Road project.
The concerns follow reports of stormwater from the road washing soil into residents’ homes and gardens during the current rainy season, affecting several Project Affected Persons (PAPs).
Assistant Chief Administrative Officer, Mr. Kiwanuka Achilles, says some of the affected residents fall outside the 20–50 metre scope provided for under the project contract. The District is therefore engaging key programme implementers to find an effective and sustainable solution.
The supervising consultant, Eng. Simon Peter Odoch of AARVEE Associates Architects, Engineers and Consultants Ltd, says the contractor is cleaning affected homes and installing concrete strips to control stormwater. At the Nagalabi cultural site, water is being channelled through available culverts as the main drainage system is constructed.
District officials are also urging the contractor to accelerate works while maintaining the required quality standards.
Senior Community Development Officer, Ms. Nakyeyune Lukia, says most components of the project are substantially complete, with drainage works remaining critical before base course construction and asphalt works progress fully. She also highlights delays in addressing damaged houses and calls for the Ministry to expedite outstanding evaluation processes.
District Labour Officer, Ms. Celestine Muhumuza, raises concerns over workers’ rest periods, delayed renewal of employment contracts and payment of workers engaged at night.
Meanwhile, environmental and social safeguards officials report that human remains discovered at one section of the project are awaiting relocation. Assistant Resident District Commissioner (RDC), Ms. Angel Namulimbe, urges the contractor to work closely with the District Internal Security Officer (DISO) and the safeguards team to facilitate the relocation and allow works to proceed smoothly.
Despite these challenges, the project is progressing ahead of schedule, with physical progress at 75.2 percent against 74.0 percent planned under the contractor’s updated programme.
A 190-metre asphalt trial section is complete, providing a guide for the wider road surfacing works.
The project is expected to be completed by 2 November 2026, within the 18-month contract period.
Ms. Namulimbe encourages the contractor to maintain the momentum while prioritising quality, noting that timely completion of a durable road will improve connectivity and deliver lasting benefits to communities in Wakiso District.
