The District Roads Committee Calls for Increased Road Funding

The District Roads Committee has resolved to engage the Ministry of Works and Transport over increased funding for the district’s expanding road network.
The decision was reached during a committee meeting attended by the District Woman MP Hon. Betty Ethel Naluyima, Kira Municipality MP Hon. George Musisi, Busiro South MP Hon. Kenneth Opio, Nansana Municipality MP Hon. Bulasio Zambali Mukasa, Busiro North MP Hon. Moses Mayanja, LCV Chairperson Eng. Ian Kyeyune, mayors, technical officers and other stakeholders.
Eng. Kyeyune was appointed Chairperson of the committee, with Hon. Naluyima serving as Deputy Chairperson.
The committee also resolved to improve the quality and durability of district roads by strengthening routine maintenance beyond bush clearing, grading and compaction to include the application of murram. The approach is intended to extend road lifespan and reduce erosion and rapid deterioration.
Eng. Kyeyune said the district would pursue a coordinated approach to road development to improve connectivity between sub-counties, town councils and divisions. Among the proposals is an internal ring road linking Kasangati, Kira, Wakiso, Mende, Kakiri, Masulita, Namayumba, Gombe and Busukuma, among other areas.
The committee welcomed support from the central government through the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP), which has facilitated road works on the Kitemu–Kisozi–Nagalabi Spur, Bukasa–Ssentema–Kakiri, Kayunga–Kawanda, Kyengera–Nalumunye–Bandwe, Namulanda–Bweya–Kajjansi and several roads within municipalities.
However, committee members noted that the district requires additional funding to meet the demands of its rapidly growing population, urbanisation and expanding road network.
Hon. Naluyima called for increased government funding, citing Wakiso’s growing urbanisation and contribution to the national economy.
Hon. Kenneth Opio said the matter should be raised in Parliament to advocate for increased funding beyond the approximately Shs1 billion currently allocated to the district road network.
Hon. Blasio Zambali Mukasa also called for improved remuneration of road contractors and raised concerns over delays in constructing roads where residents have provided land.
The committee said it would work with lower local governments, Parliament and the central government to address gaps in the road network and improve the quality, connectivity and sustainability of roads across Wakiso District.
