LGPAC Commends Wakiso District for Demonstrating Value for Money

The Parliamentary Local Government Public Accounts Committee (LGPAC) has commended Wakiso District Local Government for demonstrating strong accountability and value for money in the implementation of public programmes and projects.

The commendation followed a physical verification visit by the Committee to the district headquarters, after Wakiso District technical officers appeared before Parliament on 31 August 2026 to respond to audit queries raised in reports of the Auditor General.

The Committee, led by its members, scrutinised audit queries relating to the newly constructed Buloba–Kitawuluzi Health Centre III and Mutubagumu–Nangabo Health Centre III, ongoing road projects including the 12.17-kilometre Bukasa–Ssentema–Kakiri road and the 6.5-kilometre Kitemu–Kisozi–Nagalabi Spur, as well as Parish Development Model (PDM) funds, UWEP funds and disposable assets, including vehicles and motorcycles.

Speaking on behalf of the Committee Chairperson, Hon. Ivan Kyeyune, Member of Parliament for Nakasongola County, said the visit was intended to physically verify the responses provided by the district and establish whether public resources were being utilised as intended.

“We are not here to implicate anyone but to do our mandatory role of holding public officials accountable for audit queries and financial irregularities identified in Government Ministries, Departments and Agencies,” Hon. Kyeyune said.

He commended Wakiso’s technical team for providing the records and supporting documentation required to address the audit queries, noting that the district had demonstrated value for money and was among the districts the Committee had so far visited where all queries had been satisfactorily addressed.

Hon. Sowedi Kitanywa of Busongola County North, Kasese District, and Hon. Constantine Okwi of Kibale County, Pallisa District, also commended the district’s technical team for being well organised and having the necessary records available during the verification exercise.

On PDM funds, the District Programme Focal Person, Nakazibwe Mary, informed the Committee that Wakiso District had received Shs 41.2 billion, of which approximately Shs 36.2 billion had been disbursed, while Shs 60 million had so far been recovered.

The Committee raised concern over the low recovery rate. Chief Administrative Officer (CAO), Mark Jude Bukenya, committed the district to intensifying recovery efforts, with a target of collecting at least Shs 1 billion within the next six months.

Nakazibwe further appealed to the Committee to support the development of a policy framework to strengthen recovery, noting that some beneficiaries perceive the funds as grants, making recovery more difficult.

The Committee also inspected disposable assets, including vehicles and motorcycles, under the guidance of Mechanical Engineer Mr. Bugembe Geoffrey. While appreciating the district for maintaining the assets, the Committee raised concerns about their use and handling by end users and directed the CAO to prepare reports on officials who had been assigned motorcycles.

On the road projects, the Committee noted the progress on the Bukasa–Ssentema–Kakiri and Kitemu–Kisozi–Nagalabi Spur roads, while urging contractors to maintain quality, ensure value for money and adhere to agreed project schedules.

The two newly constructed health centres—Buloba–Kitawuluzi Health Centre III and Mutubagumu–Nangabo Health Centre III—were also appreciated by the Committee and recommended for official opening to enable communities to begin benefiting from the facilities.

The verification exercise reinforces the importance of accountability, proper documentation and effective utilisation of public resources in delivering services to the people of Wakiso.
