
Inspectorate of Government Rolls Out TAAC Mainstreaming Initiative.
The Inspectorate of Government has rolled out the Transparency, Accountability and Anti-Corruption (TAAC) Mainstreaming Initiative, aimed at strengthening corruption prevention, accountability and integrity in public service delivery.
The initiative was presented to heads of departments by Charles Enyuk, Assistant Director of Project Risk Monitoring and Control at the Inspectorate of Government, who called on district officials to integrate transparency, accountability and anti-corruption measures into development planning, budgeting and programme implementation.
The TAAC approach is designed to proactively anticipate, prevent, detect and control corruption risks before they undermine government programmes and projects. It combines TAAC Mainstreaming, which requires government institutions to integrate accountability measures into their programmes, with Community Social Accountability, which promotes citizen participation in development planning, project implementation, monitoring and feedback.
Enyuk explained that the approach builds on lessons from previous government programmes, including the Poverty Action Fund, Northern Uganda Social Action Fund (NUSAF) and the Development Response to Displacement Impacts Project (DRDIP). Interventions under these programmes included community sensitisation, citizen engagement, compliance monitoring, inspections and enforcement.
He cited improvements recorded under some of the programmes, including a 96.6 percent project completion rate under DRDIP and 99.9 percent accountability for project funds under NUSAF 2.
The initiative will also strengthen whistleblowing mechanisms, enhance community participation and promote greater trust between citizens and public officials.
As part of the rollout, the Inspectorate of Government called on the District to appoint a TAAC focal person, share key project documentation and adopt the TAAC Mainstreaming Implementation Guidelines.
The Inspectorate further called for collaboration in monitoring projects implemented under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP), with planned monitoring focusing on the Municipal Development Grant, Institutional Strengthening Grant, grievance redress mechanisms and Community Social Accountability initiatives.
The Deputy Chief Administrative Officer, Kiiza Godfrey Rwakijuma, welcomed the initiative and reaffirmed the District’s commitment to strengthening accountability and integrity in public service.
Rwakijuma said TAAC principles would be incorporated into government workplans, budgets and development plans to ensure that transparency and accountability remain integral to government operations.
He also encouraged departments and other stakeholders to embrace the initiative and work collectively to promote a culture of integrity, accountability and responsible use of public resources.
The initiative is expected to strengthen preventive accountability mechanisms, safeguard public resources and contribute to improved delivery of government programmes and services to citizens.
