Minister Kyofatogabye Issues Fresh Directives to Fast-Track Road Works Despite Rains

State Minister for Kampala Capital City and Metropolitan Affairs, Hon. Kabuye Kyofatogabye, has directed contractors to accelerate construction of the Bukasa–Sentema–Kakiri Road (12.17km) and Kitemu–Kisozi–Nagalabi Spur (6.7km) despite the onset of the rainy season.
The Minister made the directives during a progress monitoring exercise under the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), which is being implemented in Wakiso District through the Program-for-Results (PforR) financing modality. Both roads are being constructed by Chongqing International Construction Corporation (CICO).
Hon. Kyofatogabye instructed the contractor to extend working hours to avoid delays and meet the project completion timelines. He also directed the contractor to hire trucks from local communities instead of purchasing additional ones, saying the project should create economic opportunities for residents.
The Minister further ordered vendors operating within the road reserve to vacate, emphasizing the need to maintain safety, order, and cleanliness along the corridor.
To improve implementation of future infrastructure projects, he directed that contracts should only be advertised and awarded after 80–90% of the required right-of-way consent has been secured to minimize delays caused by land acquisition challenges.
Hon. Kyofatogabye commended Wakiso District for its performance under GKMA-UDP, noting that the district currently leads implementation with 70% progress compared to other participating districts.
Kyengera Town Council LCIII Chairperson, Hon. Ssemugera Kakeeto Bitokote, thanked the Government for the progress made and welcomed the proposal to secure right-of-way consent before awarding future contracts.
Wakiso District Project Focal Person, Mr. Kiwanuka Achilles, expressed confidence that the roads will be completed and handed over by 2 November 2026 if the Minister’s directives are fully implemented. He also noted that engagements with fuel stations are underway to address fuel supply challenges affecting construction activities.
The monitoring exercise was attended by Assistant RDCs Namulimbe Angel and Kikulwe Jotham, officials from the Ministry of Kampala Capital City and Metropolitan Affairs, and the District technical team.
