MoKCC&MA, MoWT Advance Ferry Project to Improve Connectivity to Bussi Island

A joint delegation from the Ministry of Kampala Capital City and Metropolitan Affairs (MoKCC&MA) and the Ministry of Works and Transport (MoWT), together with Wakiso District Local Government (WDLG) and leaders from Bussi Sub-county, on March 24, 2026 conducted a baseline verification exercise at the proposed ferry docking site at Gulwe Landing Site on Bussi Island.
The exercise forms part of ongoing interventions under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP), aimed at enhancing accessibility and strengthening transport connectivity across the metropolitan region.
The proposed ferry service will connect Nakiwogo on the mainland to Gulwe Landing Site on Bussi Island, a development expected to ease movement of people and goods, while boosting trade and socio-economic activities for island communities.
Speaking during the visit, Engineer Sam Mwesigwa revealed that a suitable ferry for the route has already been identified. However, he emphasized that acquisition of land remains a critical requirement, noting that at least two acres are needed at Gulwe Landing Site to facilitate construction of the docking facility. He called upon local leaders and Wakiso District authorities to fast-track the land acquisition process to avoid delays that could affect project implementation.
Engineer Wembabazi from the Ministry of Works and Transport noted that key preparatory activities, including preliminary surveys, Bills of Quantities, and site designs, have already been completed. He cautioned that while procurement of construction materials is yet to commence, failure to secure the required land in time could jeopardize progress.
Local leaders from Bussi Island, including the LC III Chairperson, SACCO representatives, and the District Councillor, expressed strong support for the project. However, they highlighted financial constraints as a major challenge in acquiring the required land.
Resolution
A follow-up meeting has been scheduled for March 26, 2026, where a delegation from Bussi Island will meet the Chief Administrative Officer (CAO) and technical officers to explore practical solutions for securing the land needed for the ferry docking site
