Joint Compliance Inspection Reinforces Environmental and Social Safeguards on Kayunga–Senge–Kawanda Road Project

A joint multi-agency team has carried out a compliance inspection of the ongoing 6.5km Kayunga–Senge–Kawanda Road Project to assess adherence to environmental and social safeguards during construction.
The inspection was led by Dr. Bruce Rukundo, Environmental Specialist for the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), and brought together officials from the National Environment Management Authority (NEMA), the Ministry of Works and Transport, the Ministry of Gender, Labour and Social Development, Wakiso District Local Government, the contractor Bouch & Nyoro JV, and the supervising consultants.
The team identified areas requiring immediate attention, including traffic management, excavation safety, and overall site safety. The contractor was directed to promptly implement corrective measures to ensure compliance with environmental and social safeguard requirements and to protect road users, workers, and neighbouring communities.
Dr. Rukundo reiterated the Ministry’s zero-tolerance stance on non-compliance, emphasizing that all safeguard standards must be fully observed throughout project implementation to protect both the public and the environment.
The Kayunga–Senge–Kawanda Road is being upgraded to bitumen standard under the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP) at a contract cost of UGX 37.5 billion, with works scheduled for completion within an 18-month contract period.

REFRESHER TRAINING ON EDMS AND E-REGISTRY UNDERWAY FOR WAKISO DISTRICT HEADS OF DEPARTMENTS AND REGISTRY STAFF

Heads of Departments and Registry Staff from Wakiso District Local Government are undertaking a refresher training on the Electronic Document Management System (EDMS), E-Governance and E-Registry at the National Information Technology Authority–Uganda (NITA-U) Offices, Plot 7A Rotary Avenue.
The training is aimed at strengthening the district’s electronic records management systems and enhancing the capacity of departmental heads and registry personnel to effectively manage administrative data, track official reports, and safeguard critical registry records.
By equipping participants with the knowledge and skills required to effectively use EDMS and E-Registry systems, the training is expected to improve efficiency in document management, enhance accountability, facilitate timely feedback, and support faster, more effective service delivery across the district.
The refresher programme also reinforces the district’s commitment to digital transformation and the adoption of e-governance solutions that promote efficient, transparent, and responsive public service delivery.

ROTARY DONATES SPECIALISED EQUIPMENT TO BOOST MATERNAL AND NEWBORN CARE AT NAMAYUMBA HC IV.

Residents of Namayumba Town Council and neighbouring areas have received a significant boost in maternal and newborn healthcare following the donation of specialised medical equipment by Rotary Clubs to establish a Maternal and Newborn Care Unit at Namayumba Health Centre IV.
The donation addresses a long-standing gap at the facility, which has been operating without a dedicated Maternal and Newborn Care Unit despite handling a high patient load.
According to the Health Centre In-charge, Dr. Mukiibi Abubaker, the Outpatient Department attends to about 3,500 patients every month, while the maternity ward conducts between 300 and 400 deliveries and admits approximately 280 patients monthly.
The project was initiated by CORHOT, an umbrella body of 12 Rotary Clubs along the Masaka Road corridor, following a needs assessment that identified the need for specialised newborn care services at the facility.
The donated equipment includes two radiant warmers, two incubators, one phototherapy machine, three baby cots, two Kangaroo Mother Care beds, one neonatal resuscitation kit, two B-CPAP machines, and other essential neonatal care equipment.
Receiving the donation, Dr. Mukiibi thanked Rotary for the support and appealed for assistance towards improving the facility’s infrastructure, noting that Namayumba Health Centre IV serves patients from Wakiso District as well as neighbouring districts, including Nakaseke and Mityana.
The Assistant District Health Officer, Nabuganda Betty, commended Rotary for complementing government efforts to improve maternal and newborn healthcare. She urged health workers to ensure the equipment is properly utilised and maintained to guarantee its long-term impact.
Namayumba Town Council Mayor, Hon. Saziri Ssebuufu, welcomed the intervention, saying it would strengthen maternal and newborn healthcare services at the facility.
Speaking on behalf of the project partners, Dorothy Ngalombi, President of the Rotary Club of Lungujja and the project’s focal person, said the initiative brings together more than 49 Rotary Clubs from Uganda and abroad to improve maternal and newborn healthcare in 31 health facilities across the country, with Namayumba Health Centre IV among the beneficiaries.
Fred Kafeero, President of the Rotary Club of Mengo, the lead club for the project, urged health workers to safeguard the donated equipment and encouraged members of the public to join Rotary in supporting community service initiatives.

Joint Inspection Recommends Enhanced Safety Measures for the Bukasa–Sentema–Kakiri Road Project.

A joint inspection team comprising officials from the Ministry of Kampala Capital City and Metropolitan Affairs, the Ministry of Gender, Labour and Social Development, the Ministry of Works and Transport, the Wakiso District Technical Team, the contractor, supervising consultants, and Environmental and Social Safeguards consultants has conducted a comprehensive social safeguards inspection of the ongoing upgrading of the 12.17 km Bukasa–Sentema–Kakiri Road to paved standards.

The inspection assessed progress across the project, including at the Bukasa Road Junction Interchange. To ensure continued smooth implementation, the team recommended a coordinated engagement involving the Ministry of Works and Transport, the African Development Bank (AfDB), and the World Bank to address emerging issues and maintain project momentum.

As part of efforts to strengthen public safety and safeguard surrounding communities, the contractor, Chongqing International Construction Corporation (CICO), was advised to expedite the covering of all open drainage channels, undertake a comprehensive project risk assessment, and update the mapping of affected properties and utilities to support effective project management.

The inspection team commended the project’s strong commitment to implementing environmental and social safeguards. It also encouraged continued improvement in occupational health and safety by ensuring that all workers are equipped with appropriate personal protective equipment (PPE) and that compliance with safety requirements is consistently maintained across all work sites.

The Bukasa–Sentema–Kakiri Road project is supervised by Aarvee Associates in Joint Venture with Adriax Consults and Global Amet Allies Limited, while Environmental and Social Safeguards services are provided in association with Infrastructure Development and Management.

Valued at UGX 56.1 billion, the project commenced in May 2025 and is scheduled for completion in November 2026. Once completed, it will significantly improve connectivity, enhance road safety, and support socio-economic development across Wakiso District and the Greater Kampala Metropolitan Area, while demonstrating a strong commitment to environmental stewardship, social responsibility, and sustainable infrastructure development.

Wakiso District Champions Climate Action During World Environment Day 2026 Celebrations

Wakiso District today joined the rest of the world in commemorating World Environment Day 2026 with a call for collective action to protect the environment and build climate resilience.
Held at Mende Kalema Memorial Secondary School in Mende Sub-county under the theme, “Climate Action Begins With You – Act Now,” the celebrations highlighted the importance of integrating environmental conservation into everyday livelihoods, including through the Parish Development Model (PDM).
The event attracted hundreds of residents, students, local leaders and government officials. Activities included a brass band procession, visits to successful PDM beneficiary projects, tree planting, community clean-up exercises, exhibitions and public sensitisation on environmental conservation.
The celebrations were officiated by the Deputy RDC for Makindye–Ssabagabo, Simon Mawerere, District Chairperson Eng. Ian Kyeyune Sengonzi, and Mende Sub-county Chairperson Wilson Mulondo. The leaders toured PDM-supported dairy, piggery and goat rearing projects, commending beneficiaries for improving household incomes while adopting sustainable farming practices.
Speaking during the event, Eng. Ian Kyeyune Sengonzi called on residents to protect wetlands, plant more trees and embrace environmentally responsible livelihoods.
“Economic development and environmental conservation must go hand in hand if we are to secure a sustainable future for generations to come,” he said.
District Natural Resources Officer Rebecca Ssabanganzi urged communities to take greater responsibility for protecting natural resources, warning that wetland encroachment, indiscriminate tree cutting and poor waste management continue to accelerate climate change and environmental degradation.
Officials from the Ministry of Water and Environment also encouraged communities to strengthen environmental stewardship, while Deputy RDC Simon Mawerere challenged residents to actively participate in tree planting and wetland restoration initiatives.
The celebrations concluded with the donation of wheeled waste bins to Mende Kalema Memorial Secondary School and Mende Kalema Memorial Primary School, reaffirming Wakiso District’s commitment to promoting practical and sustainable environmental conservation.

Health Leaders in the District Call for Stronger Perinatal Death Audits to Save Newborn Lives.

Health leaders in the district have called for urgent action to strengthen perinatal death auditing as part of efforts to reduce preventable maternal and newborn deaths.
The call was made during a district Maternal and Perinatal Death Surveillance and Response (MPDSR) review meeting, where officials noted that while maternal death auditing has achieved 100% coverage, perinatal death auditing remains at only 30%. Participants agreed that improving reporting, timely audits, staff capacity, and submission of reports will help identify preventable causes of newborn deaths and improve health outcomes.
Representing the District Chairperson, Mr. Ssentalo Edward emphasised the need for tangible action.
“Addressing the issue of mothers is critical. The mothers we have lost deserve to be forever honoured. Let this meeting produce action, not minutes, because every death prevented is a gain to the district,” he said.
The Assistant Resident District Commissioner, Ms. Angel Namulimbe, shared a personal experience to highlight the importance of quality maternal healthcare and challenged health workers to take proactive steps to save lives. She also recognised Ms. Betty Nabuganda for her dedication in assisting a mother to deliver under difficult circumstances, describing such commitment as an example of selfless service.
Representing the Infectious Disease Institute (IDI), Dr. Sharon Muhimbo reaffirmed the institute’s commitment to supporting Maternal and Perinatal Death Surveillance and Response committees, Health Sub-District committees, and rapid response teams to strengthen maternal and newborn health services.
The Assistant District Health Officer, Ms. Betty Nabuganda, identified inadequate ambulance fuel as one of the major factors contributing to delays in emergency referrals. She pledged to issue a circular reactivating Health Sub-District (HSD) committees to strengthen coordination and oversight at the sub-county level.
The meeting concluded with a renewed commitment by district leaders and development partners to strengthen MPDSR systems, address logistical challenges, improve accountability, and ensure that every maternal and newborn death is reviewed to inform better service delivery and prevent future loss of life.

Wakiso District Expands Lukwanga Solar Piped Water Supply System to Increase

The Government of Uganda is expanding the Lukwanga Solar Piped Water Supply System in Wakiso Sub-county, extending access to clean and safe water to thousands of residents in surrounding communities.
Initially designed to serve only Lukwanga Village, the water supply system is being expanded to meet the growing demand for safe water in the neighbouring villages of Ntinda, Kyeberese, Muyenje, Gimbo and Nabukalu.
The UGX 1.1 billion project commenced in the 2025/2026 Financial Year and is expected to be completed by January 2027.
According to the District Water Officer, Isaac Galabuzi, the project has so far achieved significant milestones, including the drilling of a production borehole, installation of a 34kW solar-powered pumping system, construction of a powerhouse, guard house and toilet facilities, laying of 2.4 kilometres of the transmission main pipeline, and installation of an 86,000-litre water reservoir.
Upon completion, the upgraded water supply system will provide reliable access to safe water for approximately 7,000 people, equivalent to about 1,400 households, while improving sanitation, public health and overall livelihoods within the beneficiary communities.
During an inspection of the project, the Wakiso District LCV Chairperson, Eng. Ian Kyeyune Sengonzi, directed the District Water Engineer and the contractor to complete the works within the agreed timeline without compromising quality.
“Work with speed, but maintain quality. Use the right materials, engage local people where possible, and keep us updated with progress reports so that by January 2027 we commission a complete and fully functional water system,” Eng. Kyeyune said.
Addressing residents, Eng. Kyeyune emphasised the project’s importance in transforming lives by reducing the distance travelled to collect water, particularly for women and children, while improving sanitation and public health.
“This project will improve your health, reduce the burden on women and children who walk long distances in search of water, and enhance sanitation in our communities. I urge everyone to support and protect this vital investment,” he added.
To ensure the long-term sustainability of the water supply system, residents agreed to contribute UGX 100 per jerrycan towards its operation and maintenance, while collectively taking responsibility for safeguarding the infrastructure.
The expansion of the Lukwanga Solar Piped Water Supply System is part of the Government’s ongoing commitment to increasing access to clean and safe water, improving public health, and enhancing the quality of life for communities across the District.

Kayunga–Senge–Kawanda Road Upgrade Progresses as Construction Advances

Construction works on the 6.5-kilometre Kayunga–Senge–Kawanda Road are steadily progressing, with overall physical progress currently standing at 2.81%.
The contractor is undertaking mobilisation, clearing and grubbing, common excavation, and swamp excavation, with swamp works currently at 5% completion.
During a routine site inspection, the District Chairperson, Eng. Ian Kyeyune Sengonzi, directed the contractor to implement a comprehensive Traffic Management Plan to ensure the safety of road users throughout the construction period. He further emphasised the need for timely public communication on diversion routes, the installation of additional barricades particularly around swamp sections and the delivery of the project within the agreed timeframe while meeting and exceeding the required international quality standards.
The District Chairperson also urged the contractor to minimise inconvenience to surrounding communities and maintain high standards of safety at all construction sites.
Motorists are advised to observe speed limits, follow traffic guidance and exercise caution when travelling through active work zones.
Upon completion, the upgraded road is expected to significantly improve connectivity and ease traffic congestion along the Kawempe–Kawanda–Maganjo corridor on the Gulu Highway, enhancing mobility and supporting economic development within the Greater Kampala Metropolitan Area.
The project is being implemented under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP) with funding from the World Bank, Agence Française de Développement (AFD), and the Government of Uganda.

District Leadership Commences Monitoring of Government Programmes

The District Chairperson, Eng. Ian Kyeyune Sengonzi, together with district technical officials, have commenced a monitoring exercise of government programmes across the district, beginning with the relocation site for Wakiso Market traders ahead of the construction of the new Wakiso Daily Market.
The inspection assessed the progress of preparations at the temporary market, which will accommodate 420 vendors. Traders are expected to relocate within the next three weeks upon completion of the temporary market, paving the way for construction of the new modern market.
According to the Project Manager from Techno Three U Ltd, works at the temporary market are progressing alongside preparations for the main market construction. These include hoarding off the construction site, processing the required building and development permits, and finalising the demolition permit. The contractor has already mobilised the necessary personnel and equipment to ensure construction begins on schedule once all statutory requirements are fulfilled.
The monitoring exercise forms part of the district’s commitment to ensuring the timely implementation of government programmes, enhancing accountability, and delivering quality infrastructure that supports improved service delivery and economic development.
