District Leaders Rally Health Workers to Improve Service Delivery and Accountability.
District Chairperson, Ian Kyeyune, has called on health workers across the district to unite and recommit themselves to improving healthcare service delivery for residents.
Speaking during his inaugural meeting with health facility in-charges, Kyeyune noted that Wakiso’s population has grown from about 750,000 people in 2000 to more than 3.5 million today, placing immense pressure on the district’s healthcare system. He emphasized the need for collective action to ensure that health services keep pace with the rapidly growing population.
To address the increasing demand for healthcare, the Chairperson pledged to advocate for the elevation of Wakiso, Namayumba, Buwambo and Ndejje Health Centre IVs to hospital status. He also committed to pushing for solutions to staffing shortages and strengthening service delivery across all health facilities.
Kyeyune further urged health workers to uphold professional ethics by avoiding absenteeism, rejecting bribery, safeguarding public property and treating patients with dignity and respect.
During the same meeting, Chief Administrative Officer, Jude Mark Bukenya, issued a strong warning to underperforming health facility in-charges, urging them to improve service delivery or step aside.
Bukenya said absenteeism, poor customer care, extortion and failure to adhere to approved work plans and budgets would no longer be tolerated. He stressed that only authorized interns should operate within health facilities and cautioned against assigning critical responsibilities to volunteers.
The CAO also condemned the mistreatment of patients, particularly expectant mothers, and directed health facility in-charges to strengthen supervision and accountability within their facilities. He urged health workers to assess their performance and make improvements before facing disciplinary action, including interdiction and dismissal.
Acting District Health Officer, Mathias Lugobi, welcomed the proposed reforms and reaffirmed the health department’s commitment to improving healthcare services across the district.
Health officials used the meeting to highlight key challenges affecting service delivery, including understaffing, frequent breakdowns of medical equipment, rapid urban migration and low patient retention rates.

The district conducted the official opening of bids for Revenue Collection Services and the Prequalification of Service Providers for the next three years, marking an important step in strengthening service delivery, accountability and value for money in public procurement.
While officiating at the exercise, Chief Administrative Officer Jude Mark Bukenya urged contractors and service providers to uphold quality standards, stressing that poor workmanship will no longer be tolerated. He noted that the district has undertaken assessments of contractor performance and that only firms with a proven track record of delivering quality work will be considered for future opportunities.
Bukenya further emphasized the importance of transparency, integrity and accountability in revenue collection, cautioning against collusion and the misappropriation of public funds. He reiterated that trading licences will no longer be contracted out and encouraged service providers to formally communicate any revenue-related concerns through his office.
He reminded bidders that the procurement process is highly competitive and encouraged unsuccessful applicants to explore other opportunities rather than challenge government decisions. District leaders has commended China Wu Yi Co. Ltd for the steady progress made on the upgrading and reconstruction of the 7.5-kilometre Namulanda–Bweya–Kajjansi Road under the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP).
The commendation was made during a project site meeting attended by the Assistant Resident District Commissioner (RDC), the Assistant Chief Administrative Officer (CAO), members of the District Contract Management Team (DCMT), the contractor, supervising consultants, and representatives of the Wakiso Metropolitan Development Forum.
According to the latest progress report, physical works have reached 2.5 percent against a planned target of 1.9 percent, placing the project ahead of schedule. Stakeholders acknowledged the contractor’s commitment to timely implementation while encouraging the team to sustain and further accelerate progress without compromising quality.
The Senior Environmental Officer, Mpoza Esau, and the Principal Physical Planner, Nakatudde Ruth, emphasized the importance of maintaining high construction standards, complying with environmental and social safeguards, and ensuring continuous community engagement throughout the project.
Resident Engineer Ariho Samuel welcomed the observations raised during the meeting and reaffirmed his commitment to working closely with China Wu Yi Co. The road project is being implemented by Wakiso District Local Government under the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP) with funding from the World Bank, the Agence Française de Développement (AFD), and the Government of Uganda at a contract cost of UGX 57 billion.
To facilitate implementation, the contractor has received an advance payment of UGX 9.66 billion. Construction commenced on 9 April 2026 and is expected to be completed on 9 October 2027, within the planned 18-month implementation period.

The district leaders have called for the accelerated implementation of the Kyengera–Nalumunye–Bandwe Road Project under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP) following a project review meeting that assessed ongoing works.
The meeting noted that project progress currently stands at 1.05% against the planned 1.8%, prompting district leaders to urge the contractor to take corrective measures to improve performance and meet agreed timelines.
Deputy Chief Administrative Officer and Project Supervisor, Godfrey Kiiza Rwakijuma, directed the contractor to increase manpower, deploy additional equipment and strengthen coordination among all stakeholders to ensure the project regains momentum.

The district Wetlands Office, in collaboration with the National Environment Management Authority (NEMA), has commenced a wetland restoration and conservation operation in the Gobero section of the Mayanja Wetland located in Kakiri Sub-county.
The exercise forms part of ongoing efforts to protect, restore, and sustainably manage wetlands that play a critical role in environmental conservation, water regulation, and biodiversity preservation.

The State Minister for Kampala Capital City and Metropolitan Affairs, Hon. Joseph Kabuye Kyofatogabye, has officially handed over the site for the construction of the Wakiso Central Daily Market, paving the way for a major investment aimed at strengthening trade infrastructure and stimulating local economic growth in the district.
The market, which will be constructed under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP), will be implemented by Techno Three Uganda Limited at a cost of UGX 20.3 billion. The modern facility is expected to be completed within 12 months and will accommodate approximately 800 vendors.
Speaking during the handover ceremony, Hon. Kyofatogabye emphasized the importance of timely project implementation, adherence to quality standards, and the improvement of access roads serving the market. He also urged traders and residents to maintain high standards of hygiene and encouraged vendors to establish stronger linkages with farmers across Wakiso District to enhance agricultural trade and market supply.
