CLERCK TO COUNCIL
Mandate
- The Clerk to Council is mandated to provide administrative, procedural, and legal support to the District Council and its committees to ensure the effective functioning of the legislative arm of the district. As a custodian of council records, the Clerk ensures lawful execution of council decisions, facilitates smooth communication between the executive and legislature, and upholds the integrity of council proceedings.
Core Functions
- Council Administration: Coordinate and facilitate council and committee meetings, including agenda preparation, scheduling, and minute-taking.
- Legal and Procedural Guidance: Advise the Council on legal, regulatory, and procedural matters to ensure compliance with relevant laws and ordinances.
- Records Management: Maintain accurate and up-to-date records of council resolutions, by-laws, motions, and proceedings.
- Communication and Liaison: Serve as the link between the District Council and other arms of the Local Government, as well as with external stakeholders and the public.
- Implementation Oversight: Monitor the implementation of council decisions by relevant departments and provide regular reports on progress.
- Public Access and Transparency: Facilitate public access to council information in accordance with transparency and good governance principles.
- Capacity Building: Organize training and orientation for councilors to enhance their legislative and governance roles.

1. Council and committees
Main Objective
To formulate policies and ensure implementation and compliance with Government policy
Functions & Duties
- Initiate and formulate policies.
- Oversee, Monitor and coordinate council and NGO activities.
- Ensure full constitution of the District Service commission.
- Consider and evaluate council performance.
- To organize District council and standing committee meetings
- The District Executive and Councilors to undertake monitoring of government programs and projects.
2. District service commission
Main Objectives
- To recruit qualified staff.
- To confirm and regularize appointments.
- To handle disciplinary cases.
Functions & Duties
- Advertise vacant posts
- Convene meeting for short listing, interviews and selection of applicants.
- Convene meetings to examine and take actions on submissions made by the CAO and Town Clerks for staff recruitment, appointment, confirmation and disciplinary cases and to consider requests for study leave.
3. Public Accounts Committee
Main objectives
- To ensure effective and proper accountability and transparency.
- To check effectiveness and efficiency in service delivery (Value for money)
- To foster adherence to the legal provisions.
Functions & Duties
- Hold timely quarterly meetings.
- Carry out physical verification of implemented projects.
- Ensure timely quarterly report production.
- Timely responses to recommendations.
4. District Land Board
Main Objectives.
To ensure that land issues are administered within existing legislation
Functions & Duties
The District Land board shall handle all land issues in the District and all its activities will be monitored by the CAO, Executive and Council.
