DISTRICT PROCUREMENT OFFICER (DPO)
Unit’s Mandate
- To ensure transparent, accountable, and value-for-money procurement and disposal of public assets in accordance with the Public Procurement and Disposal of Public Assets (PPDA) Act, 2003 (as amended), and related regulations. The sector is responsible for coordinating, managing, and advising on all procurement and disposal activities within the district to support efficient service delivery.
Core Functions
- Procurement Planning: Guide departments in preparing and consolidating annual procurement and disposal plans in line with the approved budget and work plans.
- Procurement Processing: Coordinate the preparation of bidding documents, solicitation, bid opening, evaluation, and contract award processes in compliance with PPDA guidelines.
- Contract Management Support: Monitor implementation of awarded contracts and provide advice to user departments to ensure timely delivery of goods, works, and services.
- Records Management: Maintain a comprehensive procurement and disposal records system for transparency, audit purposes, and legal compliance.
- Compliance Monitoring: Ensure that all procurement and disposal activities adhere to the PPDA Act, regulations, and district procurement policies.
- Disposal of Public Assets: Coordinate the disposal of unserviceable, obsolete, or surplus assets in accordance with approved procedures and disposal plans.
- Reporting: Prepare and submit periodic procurement reports to the Contracts Committee, Accounting Officer, and PPDA Authority.
- Procurement Advisory Services: Provide professional procurement guidance to the Accounting Officer, user departments, and the Contracts Committee.
- Risk Management: Identify procurement-related risks and propose measures to mitigate fraud, corruption, and inefficiencies.
- Capacity Building: Promote procurement knowledge and capacity among district staff through training, sensitization, and mentorship.
