IT OFFICER (ITO)
Sector’s Mandate
- Administer and Support the procurement, development, usage and maintenance of I.C.T products and services at the district headquarters, lower local government and health centres.
- Coordinate and implement ICT policies and guidelines as provided by the Ministry of ICT and National Guidance and the National IT Authority–Uganda (NITA-U).
- Promote e-Governance and digital transformation by integrating ICT solutions in all departments to improve transparency, accountability, and public service delivery.
- Support and maintain the district’s ICT infrastructure, including hardware, software, networks, and systems.
- Ensure cybersecurity and data protection by enforcing secure access to systems and ensuring proper backup and recovery protocols.
- Provide technical support and training to district staff to enhance ICT literacy and capacity.
- Manage the district website and digital communication platforms to ensure timely dissemination of information to the public.
- Maintain an up-to-date ICT inventory and advise on procurement, repair, and disposal of ICT equipment.
- Innovate and adopt ICT solutions that enhance records management, budgeting, monitoring, and reporting.
Core Functions
- ICT Policy Implementation: Implement national ICT policies, guidelines, and standards as directed by the Ministry of ICT and NITA-U.
- e-Government Facilitation: Support departments in adopting digital tools and systems for service automation and efficient data management.
- ICT Infrastructure Management: Install, maintain, and upgrade ICT hardware, software, and networks to ensure smooth operations across the district.
- Technical Support and Troubleshooting: Offer daily IT support, including system diagnostics, repairs, and user support for all departments.
- Website and Online Platform Management: Maintain and update the official district website and digital communication tools to ensure real-time information access.
- Cybersecurity and Data Protection: Enforce network security policies, user access controls, backups, and recovery protocols to safeguard digital assets.
- Capacity Building and User Training: Train district staff in ICT tools and systems to improve productivity and reduce downtime.
- Digital Records and Information Systems: Develop or support systems for records management, financial tracking, human resource management, and monitoring and evaluation.
- Asset Management: Maintain an accurate ICT inventory and manage procurement, repair, and disposal of IT equipment.
- Innovation and Digital Transformation: Promote new technologies that can improve service delivery, transparency, and operational efficiency.
