PRINCIPAL HUMAN RESOURCES OFFICER (PHRO)
Sector’s Mandate
The functions of our sector include managing performance and development of staff, updating and verification of the payroll prior submission for salary and pension payment, preparation of submissions to Service Commission for appointments, confirmations, discipline and study leave for staff.
Core Functions
- Recruitment and Staffing: Coordinate recruitment, selection, appointment, and placement of staff in accordance with public service guidelines and District Service Commission recommendations.
- Personnel Records Management: Maintain and update accurate staff records, including personal files, appointments, promotions, transfers, and disciplinary actions.
- Payroll and Salary Administration: Prepare, verify, and manage salary structures, allowances, and payroll changes in liaison with the Ministry of Public Service and Ministry of Finance.
- Training and Capacity Building: Identify training needs, coordinate staff development programs, and monitor performance improvement initiatives.
- Performance Management: Implement and monitor the performance appraisal system (PAS) and ensure alignment with district objectives and service delivery goals.
- Employee Welfare and Relations: Promote staff welfare, manage grievances and disciplinary cases, and foster a healthy working environment.
- Compliance with Public Service Regulations: Ensure that HR policies and procedures comply with Public Service Standing Orders, the Local Governments Act, and other relevant legislation.
- Retirement and Exit Management: Process retirement, resignation, and terminal benefits in a timely and lawful manner.
- HR Planning and Advisory Services: Advise district leadership and departments on staffing norms, succession planning, and workforce optimization.
- Promotion of Ethics and Conduct: Promote adherence to the Uganda Public Service Code of Conduct and Ethics among staff.
