Mandate
- To head the District Public Service and provide strategic leadership in developing, reviewing, monitoring and implementing of policies, plans, strategies and programs and account for the performance of the District Local Government.

Department’s Mandate
- To provide administrative support services to the district council, coordinate safe custody and proper management of council records, properties and assets, supervise and appraise staff. Coordinate the development of work plans, budgets, and performance reports of the administration department.
Strategic Direction
- To promote sustainable socio-economic development through coordinated service delivery, aligning with national and local priorities.
Core Functions
- Support the Chief Administrative Officer (CAO): Assist the CAO in executing administrative duties and overseeing the implementation of government policies, plans, and programs.
- Supervise Lower Local Governments (LLGs): Provide technical and administrative support to Sub-County and Town Council chiefs, ensuring proper service delivery at the grassroots level.
- Coordinate Departmental Activities: Ensure coordination among departments such as Health, Education, Works, Community Services, and Production to achieve district development goals.
- Monitor and Evaluate Service Delivery: Regularly assess the performance of departments and local government units to ensure efficient service delivery.
- Budget and Planning Oversight: Support the preparation and implementation of the District Development Plan, budgets, and work plans.
- Policy Implementation: Ensure government policies, regulations, and council resolutions are implemented at all administrative levels.
- Capacity Building and Staff Management: Participate in staff appraisals, training needs assessment, and support human resource development within the district.
- Ensure Accountability and Transparency: Promote proper financial and administrative procedures in all district offices and ensure compliance with laws and regulations.
- Represent the CAO when necessary: Act as the CAO in his/her absence or when delegated to represent the office in official functions or meetings.
- Conflict Resolution and Public Relations: Handle public complaints and resolve disputes within the district administration and between the public and service departments.
