Department’s Mandate
The mandate of the Wakiso District Planning Unit is derived from the Local Government Act, Cap 243, which requires local governments to prepare comprehensive and integrated development plans, coordinate implementation and monitor performance in line with national and district priorities. The primary mandate of the unit is to guide and coordinate the planning and budgeting process for sustainable socio-economic development.

Core Functions
- District Development Planning: Coordinate the formulation, review, and consolidation of the District Development Plan (DDP) in line with national goals and community priorities.
- Data Collection and Statistical Analysis: Gather, analyze, and disseminate socio-economic data to support evidence-based planning and decision-making.
- Budgeting and Work Planning: Assist departments in preparing sector work plans and budgets in alignment with the District Development Plan and the Medium-Term Expenditure Framework (MTEF).
- Monitoring and Evaluation (M&E): Develop and implement M&E frameworks to assess the performance and impact of development projects and service delivery programs.
- Project Appraisal and Implementation Tracking: Evaluate development proposals, provide technical guidance on project design, and monitor project implementation across departments.
- Coordination of Development Partners and NGOs: Manage the integration and alignment of development partner activities with district priorities.
- Capacity Building: Provide technical support to departments and lower local governments (LLGs) in planning, budgeting, and performance reporting.
- Policy Formulation Support: Offer planning-related technical advice to guide policy decisions at the district level.
- Resource Mobilization: Support efforts to mobilize internal and external resources for financing development priorities.
- Reporting and Documentation: Prepare periodic performance reports, development reports, and statistical abstracts for district leadership and national agencies (e.g., OPM, MoFPED, UBOS).
