SENIOR ENVIRONMENT OFFICER (SEO)
Sector’s Mandate
- To ensure sustainable environmental management and conservation by implementing policies, regulations, and strategies aimed at protecting natural resources, preserving biodiversity, and mitigating the impacts of environmental degradation. The sector is responsible for ensuring that the district’s developmental activities align with environmental sustainability, legal standards, and climate resilience objectives to promote a healthy, safe, and sustainable environment for present and future generations.
Core Functions
- Environmental Regulation and Enforcement: Monitor and enforce compliance with national and local environmental laws, regulations, and standards.
- Environmental Planning and Integration: Mainstream environmental considerations into the District Development Plan, departmental work plans, and community projects.
- Environmental Impact Assessment (EIA) Monitoring: Review and monitor projects requiring EIAs or Environmental Audits to ensure mitigation of environmental risks.
- Ecosystem Protection and Restoration: Promote conservation of forests, wetlands, riverbanks, lakeshores, and other critical ecosystems through enforcement and awareness.
- Climate Change Mitigation and Adaptation: Support initiatives aimed at reducing greenhouse gas emissions and building resilience of communities to climate change impacts.
- Environmental Education and Awareness: Conduct community sensitization and school-based programs to raise awareness on environmental conservation.
- Waste Management Oversight: Guide proper waste disposal practices and promote the use of environmentally friendly technologies in solid and liquid waste management.
- Pollution Control: Monitor and regulate activities that cause land, air, and water pollution, and advise on mitigation measures.
- Natural Resource Use Monitoring: Ensure sustainable use of natural resources (e.g., sand, clay, water) through regulation and community engagement.
- Collaboration and Partnerships: Work with NEMA, NGOs, CSOs, and local stakeholders to implement environment-related programs and mobilize support for environmental initiatives.
