Mandate

  • The District Service Commission is established under Article 198 of the Constitution of Uganda and Section 54 of the Local Governments Act, Cap 243. Its mandate is to handle human resource management matters in the district local government by carrying out recruitment, confirmations, promotions, disciplinary control, and retirement of personnel in the district service in accordance with the law.

Core Functions

  • Recruitment and Selection: Advertise, shortlist, interview, and recommend suitable candidates for appointment to positions in the District Local Government.
  • Appointments and Promotions: Appoint persons to hold or act in public service positions and promote deserving officers based on merit and qualifications.
  • Disciplinary Control: Handle disciplinary cases and take appropriate action in line with the law and public service standing orders.
  • Retirement and Termination: Approve and process retirement, resignation, dismissal, or removal of officers from public service in accordance with the law.
  • Confirmation of Appointments: Confirm officers who have successfully completed their probation periods.
  • Guidance and Oversight: Provide guidance to the District Council and technical departments on human resource procedures and regulations.
  • Ensure Compliance: Ensure all appointments and HR practices comply with the Constitution, Public Service Commission regulations, and the Local Government Act.
