District Infrastructure Projects Receive Closer Monitoring as Government Moves to Address Delays

Government has intensified monitoring of major infrastructure projects in the District under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP), with a focus on addressing implementation challenges and ensuring projects are delivered within approved timelines and standards.

A team comprising officials from the Office of the President, Wakiso District, contractors and consultants, led by Senior Economist Agenonuot Peace, recently engaged contractors to assess progress and identify bottlenecks affecting the timely delivery of ongoing infrastructure projects.

The assessment covered five road projects and market developments, with discussions focusing on project timelines, right-of-way constraints, utilities, access to construction materials, human resources, project-affected persons, and environmental and social safeguards.

Among the projects reviewed was the 12.17-kilometre Bukasa–Sentema–Kakiri Road, being implemented by Chongqing International Construction Company (CICO). The project, which commenced in May 2025, currently stands at 71 percent physical progress against a planned 85 percent.

CICO has requested an 8.5-month extension, citing factors including abnormal rainfall, delays in accessing diesel and bitumen, right-of-way challenges and utility-related obstacles. The project is supervised by Aarvee Associates in a joint venture with Adriax Consults.

The team also reviewed the 6.5-kilometre Kitemu–Kisozi–Naggalabi Spur Road, being implemented by China Railways Seventh Group. The contractor has requested a six-month extension, citing similar challenges, including adverse weather conditions, delays in accessing key construction materials, right-of-way constraints and utility obstacles.

Current works along the Naggalabi Spur include subgrade construction, longitudinal drainage and manhole construction, while works along the Kitemu–Kisozi section include prime coat application, asphalt concrete surfacing and installation of longitudinal culverts.

Attention was also given to Wakiso Central Daily Market, where construction by Techno Three Uganda Limited has reached 27 percent physical progress. Vendors have been relocated to a temporary site to facilitate construction, while the project area has been hoarded off.

The contractor has completed excavation works and is working with the district to identify an appropriate disposal site for excavated materials. Officials also reported that no project-affected persons have been identified in relation to the project.

Wakiso District Engineer Eng. Aziiz Abudallah said works at the market were progressing well and expressed confidence that the project would be completed within the scheduled timeframe.

Senior Economist Agenonuot Peace said the Office of the President was closely monitoring the projects to ensure that emerging challenges are identified and addressed early.

She noted that the monitoring exercise is also placing greater attention on market infrastructure as government expands its oversight of projects being implemented under the programme.

The engagement underscores government’s commitment to strengthening project supervision, resolving implementation bottlenecks and ensuring that infrastructure investments deliver the intended benefits to communities while complying with approved timelines, technical standards and environmental and social safeguards.

MINISTER BARYOMUNSI LAUNCHES NATIONAL MEASLES-RUBELLA CAMPAIGN AND CALLS FOR PUBLIC SUPPORT.

The Minister of Health, Hon. Dr. Chris Baryomunsi, officially launched the National Measles-Rubella Immunization Campaign on 1st October 2026 at Wakiso Health Centre IV, calling on parents, guardians, teachers and communities to support the five-day exercise aimed at protecting children against preventable diseases.

The nationwide campaign, running from 1st to 5th October 2026, targets children aged 9 months to 5 years. The Ministry of Health is encouraging parents and guardians to ensure that all children in the target age group receive the vaccine, regardless of their previous immunization status.

Speaking at the launch, Dr. Baryomunsi cautioned against misinformation and deliberate efforts to discourage communities from participating in the campaign. He said the Ministry had received reports of some religious groups, teachers and parents resisting or discouraging immunization in different parts of the country.

The Minister warned that individuals found deliberately obstructing the exercise would be held accountable, emphasizing that immunization remains a key public health intervention in protecting children from preventable diseases.

Dr. Baryomunsi highlighted Uganda’s progress in reducing illness and deaths from vaccine-preventable diseases, noting that sustained immunization efforts have contributed significantly to improved health outcomes.

However, he noted that gaps in Measles-Rubella immunization coverage remain. While more than 90 percent of children received the first dose last year, only 64 percent received the second dose. The Ministry has therefore resolved to re-immunize all children within the target age group to close immunity gaps and strengthen protection against the diseases.

He assured the public that the vaccines being administered are safe and tested, urging communities to rely on information from health authorities and disregard misinformation and rumours.

At the launch, the District Chairperson Eng. Ian Kyeyune raised concerns over gaps in health infrastructure, equipment, medicines and staffing, particularly as the district continues to experience rapid population growth.

Eng. Kyeyune emphasized the need for a district hospital to strengthen referral services and improve access to healthcare. He also called for the upgrading of health facilities to respond to the increasing number of patients seeking services in Wakiso, including people from neighbouring areas and those working in Kampala.

In response, Dr. Baryomunsi said the process of establishing a district hospital is underway and that designs for the facility have already been completed. He also said he would visit health facilities in Wakiso to assess their needs.

The Permanent Secretary in the Ministry of Health, Dr. Diana Atwine, commended Village Health Teams for their contribution to extending health services to communities and urged parents and guardians to take eligible children to designated health facilities and immunization points.

She further encouraged families to embrace preventive health measures, including proper nutrition, hygiene, antenatal care and vaccination against cervical cancer.

The Deputy Chief Administrative Officer Mr. Godfrey Kizza Rwakijuma, highlighted key investments in the district’s health sector during FY 2024/2025–2025/2026.

These include the construction of Buloba Health Centre III and Mutuba Gumu-Nangabo Health Centre III under the UGIFT programme, fencing of Zinga Health Centre III and construction of staff quarters at Wattuba Health Centre III.

He, however, noted that inadequate ambulance coverage and staffing gaps remain among the challenges affecting health service delivery.

The District Health Officer, Dr. Lugolobi Mathias, called for greater attention to hard-to-reach communities, particularly the island areas of Bussi, including support to improve transport for health service delivery and referrals.

The launch was attended by representatives from the Office of the Resident District Commissioner, State Minister for Primary Education Hon. Phyllis Chemutai, State Minister for Primary Health Care Hon. Dr. Charles Ayume, district leaders, health officials and other stakeholders.

The Ministry of Health continues to call upon parents and guardians to ensure that all eligible children receive the Measles-Rubella vaccine during the campaign as Uganda works to strengthen population immunity and prevent avoidable illness and deaths among children.

Wakiso LCV Chairperson Directs Contractors to Fast-Track Market Projects.

The District Chairperson Eng. Ian Kyeyune has directed contractors undertaking the construction of Wakiso Central Market and Kawuku Daily Market to accelerate works and address outstanding challenges to ensure timely completion of the projects.

Kyeyune issued the directive on Wednesday during a routine monitoring exercise of government facilities and projects across the district. He was accompanied by the Secretary for Works, Production and Technical Services, Hon. Mubiru Moses Balwana, and officials from the District Engineering Department led by Eng. Abdallah Aziz.

The Chairperson noted that the two markets are of wider national importance, having been initiated under a presidential programme that includes a skilling component aimed at equipping market users with practical skills to improve livelihoods and address unemployment.

At Wakiso Central Market, being constructed by Techno Three Uganda Ltd, Kyeyune commended the general progress of works but raised concern over the delayed removal of debris from the cleared site. He directed the District Engineering Department to support the contractor in resolving the challenge and tasked District Engineer Lillian Namutebi with providing regular progress updates to his office to ensure adherence to the 12-month construction schedule.

At Kawuku Daily Market, being constructed by Scaffold Engineering and Construction Ltd, Kyeyune commended the quality of work but expressed concern over the slow pace of implementation. He highlighted delays in constructing the toilet facility, concerns regarding the driveway, poor framing of the chain-link fence at the entrance, inadequate protection on door frames and the need to fix the firefighting system.

He urged the contractor to increase the pace of work, noting that works at Wakiso Central Market had advanced further despite both sites being handed over at the same time. He emphasised the need to complete the projects within the agreed timelines.

In response, Eng. Bagonza Elly, Project Supervisor for Kawuku Daily Market, committed to addressing the issues raised. He reported that construction of the vendor relocation site is at 95% completion, with 342 vendors expected to be relocated within two weeks to pave the way for construction of the main market.

Earlier in the monitoring exercise, Kyeyune inspected Wakiso Health Centre IV, where he identified challenges including staffing gaps, delays in the supply of medicines, poor drainage, dilapidated structures requiring renovation and inadequate space. He pledged to work with the relevant authorities to address the identified gaps.

Hon. Mubiru Moses Balwana said the District is committed to addressing emerging challenges and ensuring that the ongoing projects are delivered effectively. He noted that, once completed, the two markets will serve as important commercial hubs and contribute to strengthening local economic activity in the district
